Joel Williams-Osula is an Oil and Gas professional with 18 years’ experience including 15 years in Petroleum Asset Operations, Development and Management.
Joel began his career as an Engineer with the Nigerian Air Force and subsequently moved to Interface Technologies Limited, an electronic security management and identity management firm in Lagos, where he worked as a Research & Development Engineer.
He joined the Nigerian National Petroleum Corporation (NNPC), serving as an Electrical Engineer in Warri Refining and Petrochemical Company for a year prior to holding various roles including Petroleum Economics Adviser at the NNPC Corporate Planning & Development Division and as Decision Analyst in Nigerian Petroleum Development Company (NPDC) for over 8 years combined. His responsibilities in these roles ranged across the maintenance of electrical and instrumentation systems and components in the Refinery and Petrochemical Plant; Project Economics Modeling for Upstream and Midstream; Project, Asset and Business Profitability Analysis; Risk & Decision analysis; Business Portfolio planning and management as well as Commercial negotiation support.
With the vast experience gained from NNPC and its affiliates, Joel moved to Oando Energy Resources (OER) as a Senior Economist where he was responsible for leading the team on annual Strategy & Business Plan Development; Asset and Project Portfolio Management and Planning; Coordinating the Development and Maintenance of Economics Models; Coordinating Commercial Evaluations for Assets and Projects; Supervising Commercial evaluations of Company Petroleum Resources for Regulatory filing purposes and driving Commercial value awareness in organization, a position he held for 7 years.
Joel holds a BSc in Electronic & Electrical Engineering from Obafemi Awolowo University, Ile-Ife and an MSc in Control Systems from The University of Sheffield, United Kingdom. He is a member of the Association of International Petroleum Negotiators, International Council on Systems Engineering, International Associate of Energy Economics and Institutes of Electrical and Electronics Engineers.
